Albania Has Appointed The World’s First AI-Generated Minister To Fight Corruption
Minister Diella is tasked with making Albania’s public procurement “100% free of corruption” and has helped process more than a million applications.

Albania has appointed the world’s first AI-generated minister, tasking her with running the country’s public procurement system.
On Sept. 11, prime minister Edi Rama announced that the virtual minister named Diella, which means “sun” in Albanian, would join his Cabinet as “Minister for Public Procurement.”
Diella will not be physically present in meetings but will be responsible for overseeing and managing public procurement and tenders in Albania, ensuring that the government awards contracts in a way that is transparent and free of corruption.
Before the appointment, Diella had already been working as a virtual assistant on the country’s e-Albania platform since January 2025, guiding people through online government services and assisting with more than a million applications.
One citizen wrote on Rama’s Facebook that “documents that used to take days or weeks to receive now download in two minutes.”
Rama said Diella’s job is to make procurement “100% free of corruption” and speed up government processes while breaking down "the fear of prejudice and rigidity of the administration," Politico reported.
Diella was created by Albania’s National Agency for Information Society (AKSHI) in partners and is represented by an animated avatar in traditional Albanian clothing, with actress Anila Bisha providing its likeness and voice.
Rama’s Socialist Party, which recently secured a fourth term in office, has pledged to deliver EU membership for Albania within five years, with cleaner procurement seen as key to meeting EU standards.
